I don't think I have the foggiest idea who this is (or if I do, I didn't notice). I spotted this link via another blog, but I clearly wasn't polite enough to cite it. :) (I think it was probably "Bad Astronomy".)

Yeah, Bad Astronomy is one of the most popular science blogs on the net (and one that I rather enjoy). I don't usually have a personal connection to the folks Phil links to, though! (Well, except sometimes when they're physicists. He links to my friend Sean Carroll a lot.)
